HMAS Stirling - Stage 3A Delivery Phase
On behalf of the Commonwealth Government, the Department of Defence has engaged Doric as its Managing Contractor to plan, design and construct the HMAS Stirling Redevelopment Stage 3A project. HMAS Stirling is located on Garden Island, approximately 50km south of Perth and is Australia’s largest naval base.
The redevelopment consists of infrastructure upgrades, new buildings, refurbishments, expansions and repairs; all of which are designed to support the continued growth of the Royal Australian Navy’s capabilities. Intensive value management has been required in order to determine the best value for money outcome for the Commonwealth’s budget.
The Planning Phase commenced in 2010 and culminated in the project being endorsed by the Parliamentary Standing Committee on Public Works (PWC) in late 2015. Key areas of focus during the Planning Phase were design management, stakeholder management, cost estimation, value engineering, options analysis and programming.
After the Planning Phase was completed, Doric was appointed to deliver the Project.
Key focus areas during the Delivery Phase will be the management of the detailed design to ensure that the design documentation meets the Department of Defence’s technical requirements and represents a solution that offers best value for money to the Australian taxpayer. In addition, the construction and handover of the works will be managed to ensure timely completion whilst minimising disruption to the ongoing operations of the Base.
To this end, Doric will continue to lead a team of architects, engineers, quantity surveyors, schedulers, subcontractors and the like in the management of detail design, procurement, construction, commissioning and handover of the works in stages.
